California starts fiscal year without new budget in place

SACRAMENTO (AP) -- California lawmakers have missed the deadline to approve a state budget for the fiscal year that starts today. Republicans and Democrats in both houses of the Legislature remain far apart on how to close the state's $15.2 billion budget shortfall.

Republicans, including Gov. Arnold Schwarzenegger, favor wide-ranging cuts to services and programs. Democrats want to raise taxes by anywhere from $6 billion to $11 billion.

Republican Leader Mike Villines said there is one thing the legislative leaders have said they agree on: A proposal from Schwarzenegger to borrow against future lottery earnings will not help solve this year's problems.

But Democratic Assembly Speaker Karen Bass said she will not rule out the plan, which would require voter approval in November.

The Republican minority wields more power than usual during budget talks. Democrats need some Republican votes in the Assembly and Senate to reach the two-thirds majority required to pass the spending plan.

Lawmakers are constitutionally required to pass a budget by June 15 and give it to the governor to sign by July 1. That's happened only a dozen times over the last 30 years. The last time lawmakers passed a budget by June 15 was 1986.

Despite that record of procrastination, Schwarzenegger said he is confident lawmakers can work out a deal before the delay seriously harms state programs.

During a news conference at the Capitol, a reporter asked Schwarzenegger if the state might run out of cash to pay for vital services. The governor reached into his front pants pocket and pulled out a money clip, flush with bills.

He grinned and said: "I still have some left."

" It would help the State if unmarried mothers would marry the fathers of their children and take care of themselves instead of being a burden on taxpayers. I have known young women who had a baby and refused to marry because they would not have MediCal and a government pension for five years if they did. It upsets me because all they have to do is to work at a place like Kentucky Fried Chicken to have healthcare benefits. They don't want to work. The Bible says if you don't work, you don't eat. Period. With California going bankrupt, that has to be the official policy because then the people who really need help can get it. I was horrified to learn BLIND people cannot get welfare or Social Security benefits but drug addicts and alcoholics and unwed mothers can. Illegitimate children should be the responsibility of the family of the mother who failed to teach the female morals. Drug addicts and alcoholics should be left int he streets to die without any assistance whatsoever. They are a plague on society. At VA Hospitals, alcoholics are admitted and should be allowed to die instead of getting treated. "

" Wow! This is typical anymore of our lawmakers that we appointment, NOT doing their jobs. They Are Constitutionally Required by law to pass a budget by June 15th each year. Well, maybe us poor peasants that are constitutionally required to pay our taxes by April 15th disregard them? When are WE going to hold our lawmakers accountable? These same lawmakers won't help us out with these high gas prices but are considering rasing taxes because they can't manage our money we give them. VOTE THEM OUT WHEN THE TIME COMES! "

" Alan G., I agree only I take it a step further, no budget no holiday. Why should they be back celebrating 4th of July when they have so many lives still in limbo over a budget they haven't passed. They already know what they are gonna do they just are afraid to release it to us, yet. Perhaps making them pay with forfeiting their daily salary for every day it is late might also light a fire under them, forfeit without refund until it is inked with the Governors signature. "

" Hold the lawmakers accountable. If enough people felt that way and actually contacted their lawmakers and withheld fund raising money how fast would they act? But... the majority who vote, don't care. It's hard enough to get people out to vote, let alone contact their lawmaker.

I've always advocated no pay, no holidays, no time off till the budget is balanced and yes, I've always let it be known to those I vote for and those I don't. California is becoming a laughing stock. Aren't we all proud? "

" California was once known as the "Golden State" and now it's refered to as the "welfare State" or "Northern Mexico". It's sad that our politicians can't fix the problems. Since they can't perform there jobs. Fire them all with no severance! I agree with Ho.Ho.Ho. The state needs to enforce child support to all children owed support. Both parents have this responsibility. Stop the welfare and let the families of these take care of these children, not the tax payer. No more welfare for illegals too! Social Security should be for those who put into the system. Not for every drug addict and foreigner crossing the border. Support our U.S. Citizens. "

" I want to make sure that everyone read that DEMOCRATS want to raise your taxes to make up the shortfall of BILLIONS of dollars...That means BILLIONS of dollars in new taxes. Where are the cuts? Did welfare get cut from illegal aliens? Did illegals get cut from medicare/medical? DId we stop educating other countries kids? No, so why would anyone agree to this? We are all going to love 500 dollar a year vehicle licenses. If the republicans agree to any of this, I will immediately refuse to vote period. Why vote when it has no meaning? Liberal judges overturn the will of the people (prop 187)...thats one person thwarting an entire populace...Thats called tyranny. Business' cannot survive in a state that does taxes like this. Calif has the economy of some nations, yet we are in the hole? Its called liberalism/socialism run amok. "
